Remember Cleo A. Noel, Jr.?
It seems like no one does.
He was the U.S. Ambassador to Sudan. He was shot and killed, at point
blank range, along with an aid, on March 2, 1973 in Sudan.
It is widely held (Even in the State Department's own records, (1))
that the Black September movement, under the direct control of Mr. Arafat,
was responsible.
Mr. Noel and an aid was at a party at the Saudi Embassy when many
diplomats were taken hostage. Black September demanded the release of
Sirhan Sirhan, the Palestinian assassin of Robert Kennedy. President Nixon
refused. (2) It is said that the National Security Administration has a
recording that Arafat personally ordered this killing. This was widely
reported at the time. (2)
So why do we even talk to Arafat? Shouldn’t he be arrested and brought
to the United States?
Or is it ok, if you are popular enough in the Arab world to murder a
U.S. Ambassador? Are we really "tough on terror"?
Many would say you have to understand the motivations of a murder in
the context of a political movement.
Perhaps. But what separates Mr. Arafat from any common murderer here?
Are we asked to understand the frustrations of people who commit street
murders here?
We should not forget those who serve.
Don't forget Mr. Noel. Honor his memory and George Curtis Moore, the
other State Department employee that served with him.
We will continue to be victims until the world knows that such a murder
will not be tolerated, despite any motivation.
Personally, I think Mr. Arafat shouldn't be held in a building in
Ramella. The building for Mr. Arafat is a U.S. Federal Prison. I don't think
we should ignore Mr. Noel's murder.
